Steam ignores mods

whenever I attempt to install a mod I follow the instructions to a T and they never show up. I really want to put in the CVS2 health/meter mod but I get nada, please help me. All I’ve done is install USFIV via steam and then paste the mod, is there something in the middle I’m missing?

as if I care, its runs my games perfectly I’m not spending 300 dollars for style points
