According to the SF wiki, Guy is indeed Japanese. He is also stated to be Japanese on wikipedia.
Of course, wikis can be wrong, but the background info seems pretty consistent.

Yeah, it would be his Anti-Air super. It would be better than the alternative, i.e. that horrible throw from SFA3 (unless they buffed the hell out of it).
And, well, anything is better than a Custom Combo super.

If Guy gets the anti-air as Ultra and it juggles from the chain, then the viability of the trailer Ultra may be really short-lived. But looking at the trailer and the average Ultra startup, that probably wouldn’t combo.
On a related note I hope the timing on his chains is loosened up a bit, more like the other target combos.
