Any call center worth a shit these days lets frontline agents do anything the direct supervisors can for the customers. When a CSR says they can help you without having to transfer to a supervisor, they mean it.
The only justification for asking for a supervisor is if you’ve given that particular agent a chance and he or she is obviously disinterested in helping you, or being stupid, obtuse, or rude.
That or they refuse to send up any more service tickets for you.
