Vietnamese pronounciation of PHO is actually something like “FAH”
However in English speaking countries only pretentious asshats use that pronounciation, no one will understand you if you actually say that. The word has been Americanized like so many others before it, “PHO” should be considered an honourary English word now that is pronounced like FOE.

It’s like other non-English words that have just been taken over.
ie. “Mobius strip” - how do you pronounce Mobius? MOE-bee-us. But the German pronounciation is more like MAH-bee-us. Would anyone understand you if you said it like the latter? (Outside of like South Boston?) No, that’s just how the word is now, it exists separately as an English word with different pronounciation. Both are valid, but really only one is accepted in English speaking countries.
Same with the English versions of French words like New Orleans or garage (it’s supposed to be with a short A like “GAH” instead of a long A like “GARE” like how you guys say it). Same with roof, which you guys pronounce like “rough.” (LOL AMERICANS)
I consider PHO in the same way - both are acceptable, and actually only one is correct in Vietnam…but we are not in Vietnam, we are in an English speaking world and the “English pronounication” of PHO - technically correct or not - is FOE, like as in PHO SHIZZLE.
