I don’t think a legitimate tier list really a matter of opinion. And insofar as it is, it’s a matter of informed opinion.
The relative usefulness of each character is something that should shake out of results in competition. That’s the evidence. Theoretical arguments aren’t really worth entertaining unless they’re coming from someone with verifiable expertise. Random people from flyover country who have never even set foot in a tournament setting need not apply.
