Shang Tsung is dead and has no place in the story, so he’s not coming back. Everyone else has a good chance since a bunch of them are in the story and you even fight some of them.

He got murked in MK9.
The only reference to Shang Tsung is when Lui faces Goro.
Shao Khan sucked all the souls from his body, killing him.
Yea like death stopped characters from coming back when a vast majority of the ones to come back in MKX died in MK9

Because Quan Chi resurrected them and turned them into Revenants. Shang Tsung’s soul was not among those Quan Chi was given, so he’s gone.
Shang Tsung isn’t dead.
He actually comes back in Ermac’s non canon ending. And kills him 
Cassie’s endings also alludes to Shang Tsung being alive as she and Raiden believe he was the soul stealer causing trouble.
That alludes more to Shujinko, since he’s able to copy other people’s powers.
