Know why Vegeta was cool? You knew that, in his heart of hearts, he was intrigued by Goku. Even when he was 100% the villain, his reasons for wanting to come back and fight again weren’t entirely revenge-driven. On some level, they’re the same: the fight is their reason for being. Goku is just more authentic about it.
Freeza kind of seemed like he had to be the last villain, because he was unremittingly evil. He didn’t have a passion for fighting. He just lusted for more power. Here, finally, was a top opponent who wouldn’t be won over by Goku’s goodness, and had to be removed from the universe. That was the eventual extreme that the story had always been headed for–the point where the whole accept-your-enemy-as-you-accept-yourself philosophy broke down. That’s when Goku had to relinquish his goodness and embrace his inner rage-driven alien in order to triumph in the end.
That was the logical stopping point. Yeah, the stuff that came after had its moments, but it’s stuck on the end with bubble gum and duct tape.
