Spiral Arrow?

How do you perform Decapre’s air Spiral Arrow? Do you charge first and then jump into the air?

I’m completely new to using her.

You can only do the “charge first” then jump with the EX as it has no height restriction. For the rest, you will have to jump back and the hit forward.
