I’ll answer for you. He’s never been. I’m the only Rose player that shows up consistently at any Philly tournament.
Well I got my confidence in Rose back, though I still don’t think I’ll fare that well against better competition. But at least I’m not losing to complete scrubs anymore.

Rose is still pretty solid, although she dropped a spot from 15th to 16th. Ken moved up a couple of spots, causing the -1 on her placement rank. Thoughts?
My thoughts are: Japan has no idea how to play Rose (at least looking at tourney results and replay data,) I havent seen any good Rose players from the far east.
Of course I could be wrong though as Japan has gems of players that you never get to see or hear about in vids, but since SSF4 is console only + online for now…maybe not. Anyway yeah, I think by far, Rose is underdeveloped in the east (which is why Tokido had such a hard time against rose - he even picked him up briefly after France after getting bodied by Louffy.)
Oh yeah, and regarding what I said a page back, it only applies if you HAVE A offline scene to be a part of. If you dont then I can totally understand why you would play netplay. If you do have offline scene tho, do whatever you can to support it within your means, I know I was 15 too and had to compromise if i wanted to get those level up sessios in Rose 
I have friends to play with offline…but I’m better than all of them…which is bad because I have a mediocre Rose. I really don’t have anyone in my circle to consistently spar with that doesn’t have a shit ton of lag. I thought that wouldn’t be the case with me being in PA and most good Roses being eastern based…but…meh.
Closest I got is getting randomly bodied by filipin0man in 2 bar matches (though I’d still get bodied in perfect netcode).
I can tell you that in the tourney/competitive scene, similar to Sim, Rose is heavily underplayed compared to the rest of the tourney chars. She’s pretty close to the bottom and it amazes me how unfamiliar tourney players are with her in general.
This is exactly why we need more Rose representation out there, especially on the competitive scene. She definitely has a lot of potential. Although she may have some trouble against top tournament characters like Rufus, the match-ups aren’t impossible for her.
uh yea considering how basic she is overall. Pretty ironic.
So, far s.mp. I cleanly anti-aired a Dudley with it (he has that awkward low jump arc) on accident. I thought this move was garbage. Anybody use it?
I use it but I’m starting to think I shouldnt do it as much. It is a standard medium distance poke, less range than S MK but does have the ability to cancel out of. I guess if you’re going to use S MP you better be doing a cancel after it, otherwise S MK would be longer and faster.

I can’t say I use it that much but I think it’s a good move. Kind of like far s.hp, I like it but don’t really know when it’s best to use it.

s. strong and cl.strong are both pretty good. Especially since s.strong is a mini cr.strong.
I took a look at Rose’s match ups in the new tier list and I was curious as to why Rose is still listed as 6-4 In Guiles favor? My understanding was and still is that Rose has superiority in the matchup with with how she can actually win the fireball war against Guile.
Some others seemed odd as well. Zangief was listed as 6-4 him but I feel like Rose’s normal’s give us an advantage.
I admit I haven’t read a lot of stuff in awhile on Rose but I was curious if anyone else noticed this and if I am misunderstanding something, could enlighten me.
Some of the match-up charts have always been incorrect, which is why this tier list isn’t very reliable to fall back on. It is indeed not 6-4 in Guile’s favor, but in Rose’s favor. However for the Rose vs. Zangief match-up, it can arguably be 6-4 in Zangief’s favor, because not only does Rose has low stamina compared to Zangief (950 to 1100), but once she’s knocked down, she is pretty much done for.
actually Art was talking about how underplayed Rose is in Japan in the matchup thread. But yea, the Guile/Honda/Boxer/Cammy matchups that I remember seeing were all off.
EDIT: Taking another look, yea. A lot of her matchups are either off or just wtf. Such as:
Blanka (5-5. Not sure how this would lead in Blanka’s favor)
Sagat (another 5-5 IMO. Especially now that reflect’s hitbox is how it should be.)
Guile (obviously the most wrong one seen there.)
i’m also kinda iffy on Juri/Guy matchups. I don’t think they lose that bad to her at all. On a non Rose note, I’m also rather confused on why Makoto vs. T-Hawk is 3-7. Makoto keeps T.Hawk out for free. But this is going to change anyway once AE drops.
