Any point character that’s good, specially if he has ‘grab-state’ specials, like Ultron, Carol, Firebrand or Dante.
Honestly, Strange just doesn’t work like this anymore. His SoV is not as threatening as it was in 3, because it’s much harder to convert off of it and it hardly does any damage. It also gets disrupted if you get hit so even with them airdashing, it’s scary if you react just a tad bit late. A few things to keep a look out for is when people activate Reality Surge or when Cap. Marvel activates armor at the top of the screen are good moments to snipe them with SoV.
The beam only does unrecoverable state if it’s hit raw/towards beginning of combo when HSD is low. Basically its just a beam with a lot of hitstun that doesn’t do hard knockdown and yes they can flip out at the end of long combos.
Strider and Dante both have easy meterless conversions off a raw SoV for a ground bounce. There’s others like Spencer who have to position a little bit to do so, but the option is there.
