Or, they could be goin up like that because at the apex of her bounce, she changes direction. Because her body changes direction suddenly, her breasts, due to their own inertia, keeps moving contrary to her body for a brief moment.
I think there’s a misunderstanding. I’m not talking about her breathing. I’m talking about the last frame of her stance where they jump up an extra foot. Almost as if there was an undrawn frame in her stance. Look at the pic and watch carefully, you’ll see what I’m talking about.
Yeah, her breasts go up. Either because of her breathing, or its because her breasts move slightly independently from her body (refer to my last post). 
Same thing happens to her shoulder… things.
