Juri’s Fuhajin store is stupid fast. It’s definitely possible but unless you have absolutely ridiculous reactions, there’s going to be some prediction involved.

Unless you mean punishing it on block (since above I am talking about on whiff). On block, it is -1 and can’t be punished I don’t think.
reacting to the store is easier than reacting to the release tho
Since she can delay the release and space it to make it safe®, it’s kind of unreliable to look out for release punishes. You def can’t punish a blocked store/leg raise, whiff punishing however is easier.

9 frames of startup and 16 for recovery… pretty sure I’ve reaction U1’d store a couple of times. Super should work the same way.
I’ve hit a reversal Ultra on store before. I dunno, somebody told me to look out for store punishes, so I just threw it out there and it worked.
the store and the release have the same “recovery” though 
6 active frame + 16 recovery = 22 frames (like the release)
just figure out, there is a gap if juri do the kick on block follow by the fireball. the gap is 4 frames
in theory, with chun li if you do a focus attack with the perfect timing (reversal after the kick on block) and dash forward as soon as possible you can end up at +2 frame advantage for chun li instead of -4 or vice versa (-2 for juri instead of +4)
