Don’t run away now. That was a different era and a different game. IIRC Capcom had her selectable off screen and it was a secret that she could even be selectable. IIRC she had no distinguishable properties like super armor or being noticeably faster than the regular Chun-Li.
I don’t hate Decapre or feel any type of salt but why do people feel as though bringing up older titles that used reskins as some sort of strawman as to why people shouldn’t be displeased with a Cammy reskin? Yeah it’s happened before perhaps it’s time for the developers to actually think outside of the box. Make Evil Ryu a real time transformation from regular Ryu, fuck an Oni and keep the shoto family to a minimum.
This is my problem with Decapre. Any of the Tekken Cast could have been remodeled, creating a brand new character. Instead Capcom goes and spends their remodeling redources on DecApre. A damned Bison doll all of which haven’t been relevant since Alpha. All of which will remain irrelevant after Ultra.

Actually pretty easy to understand. Cammy is in SF4. Tekken characters are not. So if they used one of those models, it would be a new model to SF4. Also it opens up all types of possibilities…like not being a lame clone of an existing SF4 character.
That aside, I understand your point however after seeing the bitching and moaning that was the response to Rolento and crew (character models/fighting styles not in SF4, of which were requested I might add) being ported over I highly doubt that there would’ve been a warm reception to a new character borrowing Kazuya’s model… Especially once people realized that’s all it was.
The other thing we have to consider is the legal aspect of borrowing a possibly trademarked character model, how much of each Tekken character can they consider their IP? We dont know the contractual agreement made between Capcom and Namco but I highly doubt it included the ability for Capcom to use the assets for Namco’s characters wherever they see fit (even in other games not relating to the SFxT series) without Namco receiving royalty or even more of the “pie”.
Had this happened, we would have simply gotten threads with people complaining that Capcom was ripping off from Tekken/Namco. And it wouldn’t be long before someone would bring up the dolls and may even say “just give Cammy a mask and a slightly different call her Decapre”.
I’m not sure if anyone has considered this, but any of the other Dolls whose skills lend themselves to fighting games would have presented a MAJOR balancing problem.
Consider Satsuki (a katana wielder) or Santamu (a spear user). Both would have moves where their weapon would, like Seth or Dhalsim’s limbs, cover more ground that usual. This presents a problem… with Seth and Dhalsim, you can trade hits with their limbs and it makes sense that you would do so. However, where would Satsuki or Santamu’s hurtboxes be during those moves? Would we treat those moves like “projectiles”, where the tip of the weapon is the hitbox, but the rest of it is within the hurtbox? Could you sensibly trade hits with them?
This issue is rather unnoticeable for Vega and Rolento because their weapons don’t add that much more reach. But a spear or a sword would allow for practically every punch to cover approximately 40% or more of the screen distance.
Also, every time Capcom has introduced new characters (in the sense that they’ve at least never been playable in the Street Fighter series), at least one of them has tied into the overall story. Viper and Abel; Juri; and now Decapre. Noembelu also ties into other characters’ stories beyond just being a Doll, but I believe she is actually catatonic as per T. Hawk’s ending. Decapre not only ties into the story as a Doll, but as Cammy’s clone (or with Cammy being her clone), she ties into Cammy’s story, Bison’s story, Juri’s story (possibly), and Chun Li’s story (possibly) solidly.
