Since when can Blanka FADC his EX electricity?!

Can someone please enlighten me? I’ve been maining Blanka for the past two years and was not aware he can FADC his EX Electricity. Is this a new 2012 change? I haven’t owned a copy of the game since 2012 came out, but played a lot and was surprised to see this.

Am I going crazy?

Since forever? It’s just not really useful because you can only FADC on hit/block and if you hit you get knockdown. If they block you still get frame advantage…
