Unfortunately I wasn’t old enough to participate in any of that SFII insanity, but I do have older brothers who owned every game and still went to the arcades to play it even tho they had it at home. They have since deeply regreted their decisions.
If you factor in the times and knowledge most people should have, I think the case we have with SFIV is significantly worst than what occured with SFII.
And the issue with waiting to release SFV until 2018, what do they do until then, not make money off of FGs? Variety along with spacing out releases is key.
I mean, I guess since 4 is bad since a person had to waste $140 (not including costumes) across every version. I’m sure no one wasted that much at the arcades.
To answer your last issue, Capcom is going to need to boot-up their old IPs then, they do have a lot.

I remember in the mid-90s, the ratio of 1 arcade credit to console price was 1/400 or 1/500 at the most extreme case.
now for new games it can be 1/60
