Alpha and SFIII (2I and 3S) confirm that Final Fight is part of the same franchise/universe as Street Fighter. Playability has nothing to do with it, Capcom can (and will) damn well add whoever they want from the franchise as long as they think they can.

How hard is it for you to understand that Final Fight and Street Fighter share the same universe? Poison appeared in SF as an NPC. You don’t need to playable to be associated with a series. She has more history and stories behind her than most of the SF cast. Shes as eligible to represent SF as Ryu.

Street Fighter characters have also made appearances in Final Fight as NPC’s. Chun li in Final Fight 2 for example.

What does canon have to do with Final Fight characters being SF characters? Poison was in SF3. Playable or not, she was there front and center. Haggar is in Cody’s SSF4 prologue. Whether he was playable or not, he is still in the game. I could go on…
Besides that, I’m pretty sure legally, any FF character that has appeared in a Street Fighter game is considered a SF character.

Using the argument same universe is retarded in itself. That would be plausible in a new SF game. but this is a crossover. By that logic, Hinata, Batsu, Kyosuke, Daigo, Hyo, Momo, and Dan’s Cousin/Sister/weekend daughter (I don’t know) Ran Hibiki all have a shot at being in this game becuase Hinata and Sakura were friends as kids.
Except Rival Schools has been confirmed as a separate universe already. Sakura was just a guest character.
