That’s a matter of opinion. i appreciate that she no longer overlaps with the other female ninja’s.
She also doesn’t actually wear that costume in story mode. (no idea why the default gameplay and story costumes are different).

The thing is that I actually think that her default is the one that’s more visually striking and interesting (even though I don’t think it fits well at all for a blood bending sorcerer/ninja), her story mode outfit looks too much like a red version of Kitana’s default and it’s very forgettable.
Skarlet could have been a character where more sex appeal would have helped her design stand out while still fitting with her background/lore, especially since Mileena used to fit that role previously and she’s not in this game.
I think what’s missing is more backstory for Skarlet. She got a little, which is appreciated, but she’s mostly just a lackey.
i think had they sold her backstory more the costume would fit better. Maybe she was some manner of nomad, that would explain the middle-easter/desert sort of garb. Same sort of thing they did to sell Frost’s silly new look.
