If you want a favorable matchup against rashid go pick guile.
Its the popularity. People feel similarly about fighting say Guile or Cammy (characters that are pretty common online) but there aren’t another 2/3 of that character template floating around so it is isolated to just them.
Also for me it is that, probably again due to those %s you run into a lot of fucking crazy shotos online. So I’ve come to associate those characters with a bunch of zany bullshit.
