I don’t think a character designed like guile can ever be bad.
Weird me out when people use “well rounded” for matchups. Well rounded is used to denote tools or attributes.
Matchups are explained as good or bad or evenish.
Good across the board
Evenish across the board
Mostly bad
Mostly good
Etc etc
People gonna be talking about well rounded nba players and folks gonna be like “oh really, does he have good matchups against this guy or that guy”
I’m like lol.
I’m pretty sure juri isn’t useless without her charges. She still has excellent mobility, pokes, safe specials that go through fireballs, overhead, strong anti airs, cc poke that is low risk. I mean dash, poke jump is what most of the cast relies on. I play kage now and I get zoned out by her medium kicks.
Her storage specials gives her access to moves that lets her ignore the neutral or get crazy damage from hit confirm.
Lastly there are a number of ways to make stores safe such as do it at at the end of a combo, absorb a fireball or end it with a blockstring since it’s only -2 ob. With other char there’s no way to make it safe unless you get a knock-down.

But holy fuck why is it impossible to actually find a means to contact who you are playing via psn/steam, or have some type of real chat feature. running sets with people basically in the goddamn dark unless its through discord is fucking stupid X years into game’s life.

Well rounded to be referring to the completeness of a characters toolkit or the ability to have options in most or all situations. That doesnt mean they excell in all those situations. Only they have specific relevant tools to deal with them.
Tier lists are based more on the favourable and unfavourable matchups across the board.
That is the definition I’ve always used, and am most familiar with as well. A well rounded character covers most bases adequately.
That isn’t necessarily directly connected to their various match-ups. There is some connection, simply because match-ups are the results of the situations a character can face. But you can be well-rounded and still overall perform poorly or above average in general. Maybe you’ve got a solid toolkit, but your damage is a bit low. Or maybe you’ve got a solid toolkit and you are blessed with easy execution and high damage.
You could even have a few absurdly good or bad match-ups not because of your own kit, but instead because the other characters are either that bad or that good.
On the flip-side, you could at least theoretically end up with a complete mess of a character design that still managed to have all of his match-ups range from 4-6 to 6-4. That doesn’t mean the character has a well-rounded design, though.

Sure, but one derives from the other. A bad MU means you lack a tool. Lacking a tool means you’re not well-rounded.
If not that definition, then instead you run into the problem of what constitutes a tool.
Sure I’ll bite: what tool is ST Ryu lacking against ST Rog?

A bad mu doesnt mean you lack a tool.
You could have all the tools in the world, but have low hp, going up against someone who also has all the tools in the world, but also has high damage… low hp versus high damage is always a clusterfuck.
So,etimes tools just work that way. They aren’t good or bad in a vacuum, it’s only when tested against another that we see how good they are.
So… one guy has 10 tools and low health, while the other guy has 11 tools? I am taking it as a given that everyone’s at the same “power level”; i.e. that the game is balanced.
I do consider numerical things too, even if we’d have to describe them grossly, like “good burst damage” or “decent disjoint”. That tool is something diffuse throughout the whole kit, rather being a discrete move mapped to a button.

I swear I’m the only guy in the world who was happy about the game speed slowdown moving from HF to Super. When ST sped it up again I noped out.
