By definition, no it doesn’t really break the game since the resource requirement is pretty heavy by needing full super and it is pretty droppable. In order to reliably use this to kill people you will have to burn super or can end up whiffing/getting super blocked and killing your chance to use it again for a while. Plus Blanka is pretty EX meter reliant so good luck in some matchups.
I would say Gief still beats Blanka as a matchup example even if you let the glitch rock. Blanka whoring EX meter is going to have a tough time beating Guile or Sagat as well.
The work broken/break in 2019 is effectively the new word for overpowered. As a Marvel/Dark Ages player broken means what you referred to. Literally stops the game from being played. ST Akuma is still more neutrally OP/broken than glitch SFV Blanka.

You have a very loose definition of “breaks the game”.
Optimized, this massively warps Blanka as a character in a way that is massively unhealthy for he game.
Blanka gets super = game over is very gamebreaking. The fact that Marvel was broken or CvS2 roll cancels really doesn’t mean anything.

Breaks the meta sure. It adds something outside of V Trigger that forces hard change in the way people play the game. Which in a way is a good thing.
It’s not even really game over. I’ve already messed with the glitch enough to see that it’s not that big of a deal even if you were to create a tournament around it. Most of his bad matchups require EX meter to make less bad. He would be like 3S Urien where he’d have a good Za Warudo round, but other than that not really something you can reliably win consistently with due to what’s necessary to make it viable.
It would have had to be zero or one EX meter requirement to be closer to actually game breaking.
If someone that had a better matchup spread like Rashid had this, it’d be closer to actually game breaking. At best this glitch puts Blanka into high/top tier if you let it rock. It’s doable competitively.
Blanka might actually be worth getting now.

Started playing this game again. Any tips for Sagat. He can’t jump as everything anti airs him like S1 Ryu Jab, and I can’t crosscut DP so I’m continuously dealing with cross up into tick throw. My NAME IS WhoIsMrGund on CFN if anyone can give me some tips.
