Not necessarily, I’m not sure how the process works but humans are involved in it, and they don’t necessarily see everything in a game. Inconsistency over time, with different people, and even with the same people is not unusual.
I assume they have a list of guidelines to follow, some of the images like the one from Toukiden don’t have nipples, so they can get past that restriction. I know it sounds silly but it’s nothing new, you can see edited sprites from the SNES Final Fantasy games too.

When I heard about your censoring one of R. Mika’s win poses. It brought me to remember when SFII was censored on Super NES. Two decades ago the rating system on video games for home consoles was put in place. At that time I envied Sega Genesis, Sega Saturn, Sega Dreamcast, Atari Jaguar, Turbo Graffix 16, Philips CD-i, Panasonic 3DO that allowed original content/art. Back then I was angered and felt I was playing a dumbed down version of the original arcade game. Today I am even more angered about this form of censorship. You’ve angered not only R. Mika fans, to SF fans worldwide of all ages and genders. Perhaps to your hard working artists as well. I see were in an age of being politically correctness and technology. You should not fall to external and internal pressure. Let SF fans have original/unedited/unbutched content. Capcom you do this today, tomorrow you will do this to another character, another and another one after that. At the rate you are going we will not have much of a game or SF series anymore. When is this kind of censorship going to end ?

And SF represent all nationalities around the world with characters from SF1 all the way to your current game (including crossover games). OK lets look at the Guity Gear screen shot. You telling me an attack in which there’s a close up of the underside of a woman’s skirt and the attacker pokes a woman in her butt, legit sexually assaulting her actually flew under their radar? Granted it’s done in a comedic tone. But R.Mika’s butt slap is done as a taunting jesture. But if that’s too lewd for a T rating. Then how is a butt poke OK for a Teen rating?
