He probably has a controller with a lag switch built into it. Torrents usually fuck your own connection as much as your opponents. A lag switch will introduce noise into uploads and will make you appear to jump around and teleport on the opponents screen in HDR. In HF I think it just results in horrible lag for the opponent but not for the player.

You truly don’t know what lag is until you play GGPO.
And you’re either grabbing the wrong roms, unzipping them, or you’re not putting them in the right directory.
Roms should be whatever the filename that pops up as when you try to click into the lobby on GGPO without the rom in GGPO, they shouldn’t be unzipped (They should remain as .zip format), and they need to go into C:\Program Files\GGPO\roms. All of the above will get them to work.
