Offline forces you to definitely be more creative to your approach of your opponent. The slight lag online helps a Sakura be more repetitive without huge consequences sometimes…
Online forces my link combos to fuck up sometimes 
For me, offline usually means trying to fake each other out when far away or during wakeup games by wiggling the stick really loud. <.< >.>
Because most player offline play completly differently.Mistake can be more easily punished .Also offline most player play with a stick .Not a keyboard(me) or a dpad.
Also offline everyone play most of the time smarter and won’t charge you recklessly or Mash in between combo or do some VERY random stuff.
Plus you won’t fight those scrubs that keep jumping in and you have difficulties to AA due to lag.
I fought someone that live close to me online … Man we had barely any lag ( i pinged him and we played a 4 MS ).It’s felt so good.
The ping -0-meter for sf4 (The bar thing) was a bad idea.Because ping tell me much more .

Well … 250 MS that green for Sf4 online.
Online it’s not THAT BAD but SF4 it’S VERY BAD ONLINE.Since 1-3 frame can mean the difference between losing and winning .
1/60 sec … 1000 ms being 1 seconds … So if you play in a 250 ms Game(green meter) … That basicly mean your 1 frame online become 1/4 of a frame.Because what you see it’s not what’s really happenning.That what we call lag.
Before i was a rainbow six player (in 1999) playing on a 56k … I remember when i hosted a game for the first time and i had an orgasm.Yet mplayer pinged me a 250 ms which was a green ping .

Also, you can’t really compare 56k days to now, because back in the old CS days you could play on 56k whereas now you can only play on broadband.
I use online play to execute my strategies against various characters. Im not going in there to beat the opponent, im goin in to learn about the character matchups. I use online to test different ways to punish or how i can improve my mix-up game. I use training mode to practice all my 1-frame links, but to know that you can do it consistently, you have to be able to apply it in real matches.
I don’t even bother with 1f links online, lag is too much of an issue in my opinion to know whether you can consistently pull off these combos.

I was going to go to a guys house an play some SFIV. But he told me not to play Sakura/Dan cause everyone would hate me. Don’t get it.
I’ve played some offline Sakura matches with my brother, he played Ryu and Dan. Needless to say I didn’t fair well. At least I can narrow down that the online play isn’t what’s hurting me.
a green bar on SFIV is not 250 ping. not on the console versions, at least. on PC I always see 3 bar connections jump up to 5 bars so its hard to tell wtf is going on there.
on marvel vs capcom 2 I get around 200 ping to japanese players and on SFIV theyre always 2 bars (I avoid playing them).

What 1-frame links are those? I don’t bother with those regardless, my execution is nowhere near good enough. I just stick to the 2-4 frame links
