Honestly, I don’t think the developers can pull that off. Im basing this opinion on what they released w/ SF4 and what we’ve seen so far of Super. That is, the seemingly random amount of useful tools some characters got over others in the original, and the gameplay additions shown in the update so far. We’ve seen that Deejay has an EX that crumbles, which he can then land Ultra w/. Juri has an EX that results in a wallbounce, which we can assume juggles into ultra. These are two characters that already appear to have a lot of tools, speed, all around good game.
Using this info, we can infer that these new EX properties will be given to much of the cast (presumably those that need it to land their ultras easier) and is Capcom’s answer to the balancing problem. Obviously this doesn’t mean that they are the ONLY changes to be implemented, but it does suggest a rather simple “across the board” solution. Rather than improve the lower tiered characters using the established gameplay, the devs opted to tweak the basics of the gameplay itself, resulting in a greater emphasis on Ultras as a whole.
Of course, all of this is assuming that these new properties arent exclusive to DeeJay and Juri, respectively. This is unlikely just because it would seem silly to create them for only one character, and what’s more, if it were the case, I’d say the two of them both shoot right up to the top of the tier list.
