No. They just thought the Vita version would get them first. Or at least most of us thought that…lol.

Well debut =/= exclusive, just saying. I doubt even Capcom would make a decision that stupid.
Who was saying they would be exclusive? Last I checked everyone was complaining that the Vita version was going to be getting them first, and that those 12 were held back specifically so that vita would get them first.
The key word is, was, and forever will be "debut"

I say we get all the characters shortly post launch as paid DLC. From the sounds of it they’ve already been integrated into the final build and have probably been completed. The vita version I think it will be made so all the characters are included in the game for the price of the normal game on other consoles.
If so I’m okay with this, and I come from a country where new games can cost around $100-ish US dollars for the normal version.
Few people implied it. Whether it was intentional or not is up to them.
