Yep, I think they are unlockables. Long shot but maybe the ESRB drunk thing is about Cody? He does sound drunk when you use a continue in SSF4.

Depends on how to unlock them. If Cody and Guy are ‘beat arcade with Final Fight characters’ then I will not pay. If its ‘beat arcade on You die in four hits mode i will pay’

Unlockables seems to be the best bet to me as well. After all, if they were DLC, I’d think Capcom would have made at least two of those teams part of the “Special Edition” or whatever, and wouldn’t keep saying “wait until launch”.
Saying “Wait until launch” just for a DLC announcement just doesn’t sound like the smart way to do it. XD

Lack of Lars with Alisa being in is strange though. Then again this game gave us Rolento without Sodom, Ibuki without Makoto, Juri without Seth, Hugo without Alex…yeah you get my point.
It seems weirder with Lars because he’s comparatively a much bigger name in terms of exposure and canon as opposed to those other guys apart from perhaps Alex. I haven’t seen him in any of the backgrounds though so I figure he’ll get his due.
