it is certainly an influence, but regarding the body type he looks more like Ferrigno. Besides, Hercules, Sinbad and Hulk were too widely known in the 80s, more than Andre, so as not to influence the designers. thats just my opinion though…

You can easily look at ANY of those and point to the Hugo equivalent (especially the sit down splash, chokehold, and knife edge chop)

Also the characters story is almost the exact same as Andre the Giant, a german giant born to a farming family who moves to the US in his 20s to seek fame as a wrestler. Only major dif is that Andre is polish/bulgarian and born in france. Also remember this is what Hugo originally looked like:
