Is standing strong my best option? RC flame breath?
crouching fp or even standing jab both work.
RC clothesline works really well too.

Use st. mp or st. lp to mix it up. Also, use his mist spit, but at a further distance.
If you don’t have roll, then your best option is LP/MP Poison Breath. If you have access to roll, then you should use RC Drop Kick, by all means.
