I sometimes work on wallpapers for myself but I felt like this one in particular could be really nice in comparison to my others so I ask you what could I do to this to just send it over the top. I am moderate in Photoshop, not that great by any means but if you have suggestions go for it.

I like it. It looks like you made the ring from scratch. The thing that sticks out to me is the background and the ‘dot’ effect [I do not know the proper name for that, if there is one].
If anything, I’d say go for borke and put some images of her in the background. Maybe make them opaque and fading into the image itself by using a layer mask and a gradient on them.
But that’s just my two cents, for what they’re worth…
