Question about throw "priority"

I know throws don’t technically have priority… but what determines who gets to throw who? In a lot of flying screen type cases it seems like you recover first and and go for a throw reset… seems like in situations where they couldn’t poke out a normal… they can counter throw and get you… even though you recovered first and also mashed throw.

Other times it seems like certain resets… they can’t throw you first no matter what…

I ask b/c I’ve found ryu HP throw is “untechable” if you… call dooom AAA, throw… they tech into an unblockable… and ryu can do any super or relaunch after.

So with this ryu reset of … launch, (slowly) lp, lk, mp (2 hits)(helps to hold backward as you combo)… cross up at the last sec under their feet… land, hp throw… that last hit of mp causes mad hit stun… and they can’t poke out a normal til they land if you time it right (slow enough)… sooo… can it be counter thrown? you land first… they don’t recover til standing… you are sprite to sprite…

No one could tech out last night online… but I dunno if anyone tried to coutner throw… never got counter thrown tho…

Another good example would be flying screen situations in the corner. You’ll knock the opp down and land right in their grill… recovering before they do. If you both mash throw… who throws who?

the above reset btw… only fast fallers can’t poke out a normal toward the end… still a good reset…
