Just getting back into the game after a near 3 year break. I have a question about the execution of plink dashing, because I can’t seem to do it at all. do you press the H first then plink L~M? Or can I press L~M first then plink H, repeat? The latter feels more natural for me as I that’s how I plink in SF4(right to left). The technique feels hella hard to me right now 
any advice?
There are a variety of ways to do it, but the gist of it is to cancel an attack into a dash. Obviously this has to be done very quickly, basically 1 frame (i.e plinking) after the other, although some chars are more lenient.
So any button into any two buttons; commonly H~L+M (OS’s a throw the first time or all the time in flight) L~M+H (harder but less risk if messed up)
or two button plinks H~M L~M
The important part is to get it accurately, for me I do H~L+M so in training mode it should look like

It will still ‘work’ if its not clean, but try to get it as close to that as possible for best results.
