Probably not a robot. The release of the issue probably coincides with the conclusion of the SFII Turbo series, which might show the demise of Bison and possibly him becoming Q.
He’s the character in the trench coat during Alex’s ending just without the face mask and he’s with this girl in the ending.
I thought he’s a robot cos of how he says “DANGER! DANGER!” or something like that, when you activate his SAIII and/or use it? I’m trying to remember…I think the comp activated it when I was fighting IT.
He’s a perv that flashes women at night…he’s naked under that coat guys.
