I am sure you have a quality connection, but your roll of the dice has yet to strike gold. Netcode is a very complex subject where all of the reasons and solutions are practically invisible. All I can say is to keep trying, with the PING search set as narrow as possible (but not too narrow), and you might find someone as more people buy and play this game online.
Based on player distances (this not always determines amount of lag. Someone blocks away could have a bad connection in a game) , connection quality, times of day they are searching/hosting, search filters, and other factors, Results can vary. There could be people that would have good connection with you, but might be searching under different filters or at different times!
I remember when I used to play Tekken 6 online, I couldn’t connect with someone at all until I turned off UPnP on PS3 (but that normally should stay on for other games.) That probably has nothing to do with this. It may be just a case where you haven’t found people with connections that works well with yours…
The minute you find someone and have a good connection match, add that player and don’t let them go, lol!

No, it belongs in the PSN forum, since as you said it is about the PSN NeoGeo Station, not SNK fighters as a whole or any one specific fighter (there is already a KOF thread, SS thread, etc in FGD).
Chu’s Dynasty has an FGD thread and it’s XBLA only. Dark Awake/Chaos Breaker is PSN only and has a thread here in FGD.
