I’m aware of a handful. I assume you mean an “off the shelf” ready to play stick as opposed to a custom kit?
Top panel mods for other commercial sticks (MadCatz series come to mind) sometimes offer Noir, if I recall, but if you want something ready to go…
Hori’s RAP N and Fighting Edge (PS4 era) both use a version of the Noir layout if I’m correct.
The Etokki Omni also has a Noir layout and offers PS4/PS3/PC support
Boutique kits/sticks from custom builders in the community also utilize a Noir-like layout, such as the awesome “Panzer Fight Stick 3i” by Jasen’s Customs. It is available both as a do-it-yourself kit (you provide the buttons, lever, and PCB. Thankfully they offer the latest Brook PCBs ready for solder-free installation right on the site for comparable prices; buying elsewhere may not be configured properly to just plug and play), or you can have them build you one fully assembled for a surcharge
