Looks like ObjectDock with custom icons, just docked at the bottom instead of the top [also capable to dock on right and left sides].
I believe the icon pack link was posted a few pages back [the ones in the direct middle at least].

I forgot which pack it was from, but a few of them are by j3concepts at deviantart. I prefer RKLauncher over Objectdock though.

You need ObjectDock Plus to get the systray icons. Regular ObjectDock can’t do it. There are docklets that attempt it, but they all suck at the job.
I’m gonna guess that “cliffs” means you want to know where to find KkMenu. Grab it from these links (use both):

I used to use RocketDock but ObjectDock is better imo. Can’t remember where the KkMenu skin I use came from, it might come by default.
I’m working on some icons, so until then, I wont put up my current desktop. It’s not too much different than previous desktops, but my computer did crash about a week and half ago.
