program is called Talisman, just search for a torrent of it. I hardly change themes in it, because some are complex. You can customize the whole interference to whatever you like. Like make new icons and put what function or program to open whenver you click it, etc.

Ya i run OS. 9.2 even though its pretty out dated now.
