If his special attack gets enough of a boost might still be solid. Not counting on him being great though.

Alright, I’ve got a bunch of 4-5 IV Modest Tentacool with Aqua Ring/Haze/Knock Off/Rapid Spin if anyone is interested. They all have Liquid Ooze as their ability, though I also have one that’s 4 IVs that has Clear Body.
