Well since OP isn’t based on our world I think a bounty in the millions is pretty damn high, even if Oda is using ¥ standards.
Anywho, considering they are in the new world and this old man has been a pirate for decades, this is far from surprising. Look at this way, Luffy has managed to gain a 400M bounty in 2 years and this dude has gained his 500M in his lifetime.

After point I think your bounty gets locked and either you too strong to be captured like the yonkou or the gov makes you an ally and thats essentially damage control .Revolutionaries are different that’s another class of criminal in one piece your hunted for ever .Dragon and his movement would get put to death
True but no doubt with his promotion and string of successes following the Marineford war brother got a bonus. After all Marine officers all dress like they make some cash and those coat they let off their shoulders don’t EVER look cheap.
But I do agree they probably stop bounties at some point, otherwise, I’m pretty sure Rayleigh would have had someone pretend to turn him in to collect and then escape.
That was my original prediction, then I saw Bart pissing in the water and remembered that you can ring folks out. After seeing Luffy not really ‘phase’ him, but affect his trajectory, I have a gut feeling that instead of some drawn out fight (cause Luffy won’t lose quickly) it will will involve either him (the bald guy) lose to someone else, or simply getting pushed off during a headbutt.
It’s pretty interesting how dude wasn’t even fazed by luffy garp must of hit extremely hard for dude to eat a punch like that.Its funny when you think their might still be a gap in strength between luffy and garp that’s huge .Garp used to tie with the best of the world and is respected and feared by dudes who could crack an entire landmass with a headbutt
Luffy’s bounty is so high because of his actions against the government. It should be higher than it is but they said they’d keep some of Luffy’s feats on the low (Moria. E.Lobby, ect)
His current bounty isn’t even based on his strength level it’s based off his strength years ago after ringing the bell.
Garp definitely needs some flashback time since its unlikely we’ll see him fight again. I always get that “what if” going when I think of Garp. “What if Sengoku didn’t pin Garp down and he fought Sakazuki?” or “What if Garp didn’t close his eyes and decked Luffy during the war?”
That does it then. Luffy’s gonna end up fighting Bartolomeo. I wonder if Bart’s ability can even hurt Luffy. I guess he could if his barrier attacks are Haki-reinforced.
Well was it ever discussed how haki affects paramecia abilities? I mean Luffy got ‘hurt’ from haki infused punches, so would a strong haki user be able to just ‘cut’ thru the barrier fruit?
