FYI, Shichibukai already implies 7 Pirate Lords and Yonkou translates to “4 Kings”.
I also liked how Perona was designed as well, Oda seems to like designing her. It seems her and Zoro have a Sanji~esque “appreciation” of one another.

Yonkou don’t work for the Marines and they pretty much control the New World. Shichibukai work for the Gov’t and are not above the three Admirals.
Generally speaking*, the Yonkou are the highest level strength in the piracy world and are most likely the strongest people in the world overall.
*Mihawk is a slight exception because even though he is a Shichibukai his strength matches that of a Yonkou, being The World’s Greatest Swordsman.
*Sengoku and the Pan-Fleet Admiral might also possess strength rivaling the Yonkou as well. Sengoku had altercations with Prime Whitebeard in the past, and no ordinary man can do that without having significant power.

I don’t disagree with anything you’re saying but he said “higher rank” so I just wanted to explain the differences between Shichibukai and Yonkou.
In terms of strength the it’s really hard to say how strong someone really is according to their title. For Example: Garp = Vice Admiral, Moria = Shichibukai ( didn’t seem very strong IMO while Mihawk seems pretty powerful)
Croc is an odd one . One minute it seems he can hang with Don Flo , and Mihawk. Next you see getting cold clocked by Luffy
Well, it is Luffy… Once he’s decided to kick your ass, you’re usually done.
Unless you’re a game-breaker like Kizaru, or a Yonkou like Shanks, you’re probably about to get Gomu-Gomu’d.
That’s one of the things I respect about Oda’s writing style- His main characters don’t just pull wins out of their asses, and even the broken-ass powers like Enel’s have solid counters out there. Although Mantra is still pretty ridiculous, lol.
EDIT: Oh and let’s not forget it took Luffy THREE TRIES to beat Croc, even after discovering his weakness to water. Croc countered everything Luffy threw at him… Luffy only really won because of his determination and guts…
