You never really have to worry about his heat TOO much. Just block high. If you get hit with the low attack so be it. Its better then getting a great overhead combo. The low attack doesn’t do that good of damage and can’t combo after it. Allot of people panic and the shadows confuse them on what direction to block. But just focus on the Freed himself. His overhead is a good speed but its not so fast you can’t react to it.

But since this game has been out for a while I’m sure the biggest majority of stuff has been figured out already so it’d be kinda pointless.

If you think Freed doesn’t have good damage off his lows then you aren’t using his 2B into Magnum loops enough, which give you solid damage. Working crossups and throws into it also gives him a lot more options, although obviously throwing doesn’t get you great damage. I think people just expect you can be lazy with him and get good results, but you really need to work hard once people aren’t afraid of the overhead anymore.
Donvalve also doesn’t deserve to be down there at all. I’d put him safely in the upper-mid. He has an absolutely deadly mixup, very good damage, excellent pokes and the fastest jab in the game, and takes FOREVER to kill. Sure he has some bad matchups, but then he gets some really good ones as well.
Face I would also rate a bit lower simply because he has to work very hard and he’s just very average across the board. Certainly not as loaded with silly shit as Odile or as overall as strong as Deathbringer.
I’d definitely hit up Final Round if there was some BatFan going on there, but what with so many games and Street Fighter Four I feel like interest would be minimal.
Man I’ve seen some very destructive Face players out there is just hard for me to place him anywhere else

I’d still put Donvalve higher than that, but maybe that’s just me. And I wouldn’t label Olivia as ‘shit’ because even though she’s clearly the weakest character, she is still quite usable.

The question I have to ask, is everyone viable in high level player or is it completly restrictive?
Depends on how well you know the character and your skill with them. The last tournament vids I saw had higher tier characters (Ashley, Watson, Odile, Coyori, Face) in them but I don’t see why the other characters couldn’t be tournament (high level) viable when played by the right people.
I also think Donvalve needs to be moved up the tier list to HIGH. He’s can be a monster and while he has some bad matchups, his HP and high damage can make up for his shortcomings.
Why is Urs so low though, does he counter any characters at the top?
