Bulletball: 24 Edition coming this Xmas season.
S Class
Saunders: This guy was the original prep-time villain. He was the first 24 villain to pull off mass murder and he is the man responsible for putting Tony where he is now.
Henderson: This guy had balls of steel. Most terrorrists break when they watch their family get shot. Not this man. He is what I imagine Jack would have become if Terry hadn’t died. I like Robocop so much that I am going to pretend I didn’t hear that bullshit about him “intentionally” missing Tony’s heart.
Meyers: Wow, this bitch. It’s because of her that I don’t trust anyone in the 24 universe. This woman infiltrated CTU countless times, seduces everyone, kills without thinking and nearly destroyed the governments mainframe by simply having someone ELSE dial a phone. When she nearly escaped from CTU in season 3 I actually said “holy shit” outloud when I saw her trail of bodies. A first for me. Good game, girl. Good game.
A Class
Marwan : The first villain to make it from near beginning to end. This man brought 24 from realistic terroistic threats to near comic book villainy levels. His X-Copy smirk almost put him in S class, but unfortunately his character just didn’t have the depth given to “white” terrorists. Being arab is depth enough I spose.
Dubaku: This season isn’t near over, but the fact that he was able to survive a landmine point blank and just to get to the U.S. and kill our men and steal our women means this guy has earned himself a top spot. I imagine him staying high unless he goes out like Bluetooth Bauer.
Mandy: she is on the A list for her persistance. The first 24 swerve, and the closest to killing Optimus Palmer (before he actually got killed). she had the tenacity to nearly get away in season 4, before eating a "negro knuckle sammich"
The fact that she is still out there…waiting, keeps her in A class
Cheng: This guy has made Bauer miserable for years now. Hunted him down. Lost him. Waited. Caught him. Bauer, techically never escaped from Cheng. If it weren’t for Rodimus Palmer’s desperation, Bauer would still be eating cold ramen. Being the only man to catch and hold Bauer earns Cheng A status.
B Class
Sayed Ali: The first of many arab terrorist bosses. His biggest accomplishments are having another mans balls sawed off and lighting one of his fellow mosque members on fire. If he had wreaked a little more havoc he might have gotten higher than B. Unfortunately, like most “Arab” terrorists, he is not given much character depth.
Blue Tooth Bauer: A relatively weak character. his B status relies mostly on the fact that he is related to Psycho Bauer, and the fact that he apparently was the one who had Optimus Palmer killed. Unfortunately, like a great many 24 villains his time was cut short.
Big Boss Bauer: Again, only high on the list because of his relation to Jack. Unlike Blue Tooth who should be lower ranked, BB Bauer should have been higher ranked. He never quite lived up to his potential. His greatest accomplishment really is dying in a really cool oil rig explosion.
Class C
Gaines: Gaines could be a little higher, but stiff competition keeps him as a respectable C class villain. His greatest accomplishment was his game of Silent Scope with Bauer right before he nobly died.
Andre Drazen: He almost wasn’t on the list. As a pretty cut throat mercenary and business man he is pretty respectable. His greatest accomplishment is killing Lou Diamond phillips.
Logan: A guy who should have been higher. He gets ranked lower than he should because it seems like the Bauer family was calling the shots, and because he went out like a bitch in season 6. Of course…he COULD show up again. 
If he doesn, he might rise in the rankings.
Abu Fayed: A relatively weak terrorist villain. He is only this high because of his Hyper Combo finish demise.
D Class
Victor Drazen: Almost wasn’t on the list at all. If his acting was slightly better I wouldn’t write him off as a relatively worthless final boss.
Jigsaw: Cliche evil white man. His biggest accomplishment really, was gutting his big breasted henchwoman/ass on the side during a commercial break. Besides that, he had nothing.
The Salazars: Pretty weak villains. They were actually the makings of a boring season until Dat Girl Nina showed up and made the season interesting.
Untierd

Nina Meyers is 24’s top villain to me, and not just because she wrought havoc for 3 seasons. She’s the freaking serpent. The life of Jack Bauer is split into Before Nina and After Nina. Jack was a stand-up g-man in Season 1, then Meyers pulled the ultimate double-cross and betrayal, and Psycho achievement/trophy was unlocked. No other villain’s had that kind of lasting effect on Jack-- not even a year of torture in China at Cheng’s behest (although it did give him pause, judging by the events of S6). Everyone else has been water off of Jack’s back.
If Robocop didn’t get fuckin shot, he had the potential to be every bit as ruthless as Nina, if not moreso. Even then, there’s really nothing Henderson could have done to change Jack the way Nina did.
Man I wonder what the paramedics are going to say when they get to the Little Shop of Horrors Green Grocer.
