Not true, a simple electric drill with a depth gauge (standard plastic side attachment that comes with many standard electric drills) and a steady hand would do it no problem at all.
Even if you didn’t have a vice just clamp the ‘sandwich’ together tightly, stand it on some off-cut timber and use something weighty to keep it secure while drilling - use your imagination - bricks, blocks, books whatever.
Take it easy and drill slowly, keep steady and it will work - trust me !
