EX Messiah xx FADC xx Ultra whiffs on Dhalsim if you do it too early -_-

Ofc im bad but when so many people says the same about blanka there is a problem =p, I could agree with most of these matchups but blanka. Dont see how this is 5-5 when he is in so much advantage in almost every scenario. Perhaps when I improve Ill see things a bit different. Well, day by day I start to see bad matchups more doable so perhaps playing more against blankas Ill see it as a 5-5…
I could maybe could see Blanka being 6-4 in favor for Rufus offline, but online it’s often rough when you’re trying to do a standing block of a Blanka Ball. My reaction time + the latency from going neutral to block or moving forward to block is often slower than it takes him to actually travel across and hit you, so they only way to sit in block with out moving backwards the whole time is to crouch, which then makes a blocked ball unpunishable. This is why I started doing pretty much only yellow or green matches in a Final Chapionship match. I got sick of fighting Blankas that I couldn’t block/punish because of latency.
Sorry for the newb question in probably the wrong place, but for the love of god I need help
I’ve been playing with a guy who uses Guile lately, and I can’t win. He snaps out Flash Kicks on demand and switches between zoning with sonic boom and pressuring me constantly. Guile’s pokes outrange my own and they’re much faster, and with those pokes also shutting down Tornado and Flash Kick shutting down my own kick, I’m at a complete loss for solutions. He doesn’t even jump in unless he has a sonic boom buffer that he follows so I can’t anti-air effectively.
My skills are very beginner, but I’m putting a lot of effort forth and seeing (very slow) progress everywhere but this matchup. I just don’t know what to do.
Please help 
The only matches I win against him are 100% luck when he messes up and eats a tornado, then a couple EX tornados, then an Ultra.
Edit: I’m having a little more success now that I’ve effectively shut down one of his combos, but I still don’t have an offensive answer for his pokes and flash kick. Still only winning rounds by luckboxing combo tornados when he messes up his wakeup flash kick.
Instead of relying on him to “mess up his wakeup flash kick” you should be anticipating that he’s going to try to throw it out on wakeup. Anticipate it, block it, and THEN punish his flashkick with something like FP->hp.Tornado.
Or better yet, stuff his wakeup FK’s with meaty dive kicks into LP tornado combos to get knockdown again. If he blocks the tornado, anticipate return pokes and EX messiah through that shit.
You can also interrupt Guile’s cr. HK with cr. LP, lvl 1 FA, dive kick, and EX messiah.
Does anyone know if Rufus has a jumping normal that beats Guile’s airthrow?
I’ve been finding that when I try to meaty dive kick on wakeup, his flash kick hits me anyway. He turns around when it comes out. Am I just not timing it properly?
It’s been a lot closer lately but I’m still losing, this guy is really good at using sonic boom as a buffer for mixing up. I hadn’t thought of EX Messiah to stuff his double sweep though, and I’ve been struggling to find a use for it in the matchup. That should help a ton, it’s a lot of damage. Thanks 
Now if I can get the FADC->Ultra from Ex Messiah down, this Guile is in for a world of 400-pound hurt.
If you have 1 EX meter, you can punish the strong headbutt 100% of the time if you STAND BLOCK it and EX tornado to punish it
I’m winning 30-40% against this Guile now, but the losses are still total blowouts. I think at this point it just comes down to practice, because I’ve got an answer to all of his tendencies, but they just don’t come out reliably and I don’t recognize each one fast enough. A friend and I out here are gonna hit the arcades on the weekend and I’ll be playing Rufus the whole time, we’ll see how I do =]

I thought that jumping headbutt wasn’t worth it anymore! Guess I’m wrong. Too bad I won’t be playing any Gief players trying to hit that on me; all they’re gonna be doing is throwing out that lariat.
Jumping headbutt does a ton of stun, and Rufus stuns rather quickly. I think his stun and his lack of armor moves are the only thing that hold him down (but not by much obviously).

I’m starting to play as rufus but i can’t seem to get FADC after i messiah kick. Is the motion… messiah kick, L.K, FA, forward (2x) Ultra? Or forward (2x) as i press FA? Geez i need help.
I do ex Messiah kick, lk follow up, forward +mp+mk, forward, ULTRA
Once you connect the flip kick just tap the FADC and you should be fine. Remember to FADC BACKWARD when they are in the corner…that way the ultra will always connect.
