CrisukiMisu made a short video showing that Cole does NOT build meter for his special moves and command throws like all the other character sin the game.

Ninja’d you on the video thread, but good stuff anyway. Important thing here is that he gains meter by whiffing normal moves, which is great.
Yeah but so does everyone else in the game.
