Rugal seemed to me like the composite Krauser/Geese, almost like if you had to create the ultimate villain clone.
Seeing as how he is just a clone, I see Krauser & Geese as the villain figureheads, a la Magneto/Dr. Doom.

Rugal has ONE move from each. Plus he’s far more sinister than both. He turns his defeated opponents to statues for his collection. Rugal is an asshole. A rich, powerful, beat your ass, and bang your wife asshole. He even comes with a villainous laugh. Aside from two moves, he is not a clone of Krauser or Geese. Krauser is too noble for instance. And Rugal is more cruel than Geese.
SNK literal reason for creating Rugal was to have a really badass boss. And he was supposed to have moves from other characters anyway. You want to talk clone? Seth in SFIV is a clone. Rugal is not.
Voted Rugal as well. Even being a bit obscure for the time being, he is the more badass IMO on the SNK boss universe. Fuck the feather-throwing she-males from NESTS sagas.
