There is a section specifically for beginners called Newbie Saikyo Dojo
I think you’ll have more succes asking these kind of questions there and also meeting other players who are “new” to street fighter.
Also with SSFIV AE being free now, maybe some MK or Injustice player from your friendslist wants to try it out also, more fun if you play with a familiar buddy
