In form, but not really in function. She has Hulk’s super strength, and Hulk’s skin color… but that’s really about where it ends, whereas most of the characters used to fit that principle are just copypastes at least to start.
Capt. America is above Dante, boots give that away. Either way, they both look like they could be wesker.

I checked my old Vampire Savior guide from Gamefan and that’s definitely Hsien-Ko.
She has the hat and she is standing exactly the same as one of her winning poses. (The one where she unites her hands in the center)

I’m not seeing that as Hsien-Ko… Or the really thin looking woman below 3’oclock hulk as Jill Valentine… And that Talbain still looks like Felicia to me.
All of the silhouettes in that picture are old and have been used before. Seriously people.

You can also see the Doom silhouette in there. Yes it’s Doom. Yes his cape is going down a bit further than you might think. It’s still Doom.
The crazy furry tentacle thing everyone is seeing is Joe and Wolverine’s silhouette meshing together. Look at Wolverine’s silhouette on the other side of the wheel (the top part of it, just his head and his right arm) then look back on over to the tentacle monster/furry tail. The furry tail is Wolverine’s arm.
Nothing new here.
Oh and tall thin woman is Trish. That silhouette’s in the above image as well.
And anything anyone thinks is Wesker is either Captain America, Dante, or Skrull.

Of all the shadows, the Hsien-Ko one is the only one I’m absolutely certain.

Black Widow. Same high heel boots, hair lenght and around the waist she seems to have something round. Just like Black Widow’s belt design.
About Talbain, it could be him or a 2nd art of Felicia. That’s not the unveiled Felicia art. Not the same hair placement.
