Yeah looks like Chun to me as well. The one people are saying is Mags I think might be Dooms artwork (from the pic beside it) mirrored.
From afar seems like Hsien-Ko’s hat.
Also, does Chun-Li has a 2nd art like Dr.Doom?
That’s not Magneto, that’s Doom.
That cluster (depending on where you are) are Ryu, IM, Felicia.

Doom’s cloak doesn’t reach the floor in his art whereas Magneto/Bison does.
Compare the art in the right. The cloak stops beginning the boots whereas the cape drops to the floor completely.
Doom is stockier, and his feet are parted. I’m sticking with Mags for TGS.

Its def different from wolverine tho’ (the wolvie one doesn’t have the ‘tail’ or whatever over his head, and the ‘tail’ isn’t part of Ryu, whose right next to him)

The wheel repeats a lot, but wolverine is very identifiable, definitely not mistaking the weird silhouette for him.

Anyways, I can’t seem to find it right now, but the alternate pose for Doctor Doom seems to match that one perfectly. Could be wrong though, it is a small wheel =/

Feli doesn’t have a bushy tail…thing like that one does… and most of them their poses exactly match the picture in the box beside them (except the maybe-doom).
I’m really really hoping busy-tail is Talbain tho, so maybe hope is clouding my vision
