According to Aksys, Nu will be in as an unlimited character. So, just a boss thing to screw around with if you want.
Also, Makoto won’t be on the disc according to Aksys, so none of that sort of DLC shenanigans. Her release date is august 5 IIRC.

If this is premium DLC, it’s going to set a horrible precedent for future fighting games. Paying extra for costumes is one thing. Having to pay extra if you want access to every character is something else entirely.

The characters won’t be done by release date. This is a great way to get the game out earlier and continually support it with new content. Better than constant $40-$60 iterations.
My bullshit detector immediately went off when I read that in the FAQ they put out after the leak. Common sense tells me that they didn’t put her on the disc because the most common complaint about DLC is that you’re paying to unlock finished content that’s already on the disc. Since the whole point of public relations at any company is to think of clever ways to lie, I’m comfortable in my assessment.
I’m fine with incremental DLC in fighting games as long as it’s purely aesthetic. Sell all of the gay cowboy costumes you want, but when it comes to gameplay-related things like characters and balances patches, I’m 100% against it. Either save it for a full-fledged revision/character pack or put it on the disc. Shaking your customers down less than a week after release for access to a full character roster is about as low as you can get.
Makoto is coming out August 5th, others afterwards. Continuum shift is coming out on consoles in japan July 1st. Assume whatever shit you want. More content is more, and if you want to assume it’s already done, then do that. I’m fine with paying money for more content keeping the game fresh. If you’re paying $150 for arcade sticks for new consoles, I’d imagine you’d be fine tossing another $15-$30 on a $40 game when it is very unlikely that more than 1 character wasn’t done by release, especially japanese release.
Adding more characters over time instead of holding them off until the iterations that annoys casuals is “about as low as you can get?” Whatever you say. I like having both an earlier CS release and 6 instead of 3/4 new characters.
Making Makoto a DLC character would mostly be dumb less in terms of “OMG I have to pay more money, this sucks” and more “I hope if any of you assholes are going to organize BBCS tourneys y’all shelled out for the DLC characters, or else we’ll have to ban/softban them simply because they’re not guaranteed to be present for people to play”.
This was one of the major logistical edges SSF4 had over vanilla SF4; no more headaches about making sure hard drives were on hand with all the console characters unlocked. For this advantage to elude console BBCS would be a serious pain in the ass.
And surprisingly, I might actually want to play as Makoto. I was thoroughly indifferent to Tsubaki and Hazama, but Makoto looks absurd enough to actually interest me. Her silly Jesus tonfa suggest a close-range barehand style…Jam-esque melee style, perhaps?

I’m not too happy about having to pay extra for Makoto, I wish she was a free character via upgrade. That said, it’s freakin Makoto, I’m totally buying it! I’ll also buy Valkenhayn if they ever bring him out.
Yeah, the logistical issues are valid. Not as big of a deal on the xbox since you can swap harddrives, but there are more Ps3 blazblue players, which is a little more complicated to deal with. “Bring your own console if you want to play a DLC chara” i guess will become a common request. There’s a discussion thread about all this on dustloop.
Also, she does sound somewhat like Jam from the european press release. Her drive could be related to Jam’s “puffball” move stuff.
I ain’t gonna lie if I have to pay for another character I will, as long as it isn’t like that Yoda/Vader console exclusive nonsense in SCIV lol
