Depends on what you’re looking to bait, you didn’t really specify a situation.
In general, I wouldn’t say so though. Not that it’s bad to use as bait, it just isn’t good bait to begin with. In a situation where whatever you’re trying to bait can hit you regardless of how you’re jumping I wouldn’t go for it. Aerial ultras like Hugo’s or Gief’s or neutral jumping someone’s wake up come to mind.
If you’re looking to make someone mess up their anti-air attempt, it’s better to go for a forward empty jump (as in, don’t press any buttons while jumping). If you can get a feeling for the range to utilize it at you can make alot of people whiff their DP or whatever they use to anti air you with.
This is probably really game and character-dependent. In 3s it’s definitely a viable option because of parry. there are up close situations for sure where neutral jump is used against people inputting grab or towards parry or both.

Depends on literally everything in the game. The movelist each character has and the the other guy you’re fighting.
Hypothetically speaking, depends on reaction speed and opponent plus the character they use and how they use that character.

Yes, these are good ways of baiting someone in Street Fighter games in general, although mechanics like air blocking and parries can force you to change your strategy. Nishikin used the technique a lot in this set to bait Tiger Shots. Watch at 5m20s for example. Although, in this set I’m more inclined to say that Bonchan played poorly rather than Nishikin playing exceptionally.
Also, for various reasons, advancing on an opponent is bait for an attack. So if you want to punish something like like a dash punch, scissor kick or a rekka walking forward and neutral jumping can work, but good players know how to deal with this. You can also walk forward then neutral jump as a pre-emptive anti-air.
